Senate Bill 978:
Beginning January 1, 2020, Senate Bill 978 requires local law enforcement agencies and Commission of Peace Officer Standards and Training (“POST”) to post on their Internet websites all current standards, policies, practices, operating procedures, and education and training materials that would otherwise be available to the public through a California Public Records Act (“CPRA”) request.
The Legislature declared that making this information available online and easily accessible to the public helps educate the public about law enforcement policies, practices, and procedures and is intended to increase communication and community trust while saving on costs and labor associated with responding to individual CPRA requests for this information.

Assembly Bill 481:
AB 481 was authored by Assemblymember David Chiu (D-San Francisco) to address the funding, acquisition, and use of Military Equipment by law enforcement agencies. The Assembly Bill creates more transparency, oversight, and accountability in the use and acquisition of police equipment which qualifies by definition as Military Equipment. On September 30, 2021, Governor Newsom signed AB 481 into law. AB 481 requires each law enforcement agency’s governing body to adopt a written military equipment use policy by ordinance in a public forum. Action to commence this mandate must be initiated by May 1, 2022.
